The challenge
When health surveillance works, nobody notices. The CIEVS Network operates in exactly that silence: it receives notifications, verifies rumours and triggers a response before an outbreak becomes a crisis.
FIOTEC needed a film to tell that story to health professionals, managers and the general public. It covered decades of milestones, acronyms and regulations that could not turn into a bureaucratic timeline.
Watch the film
From the first international regulation on infectious diseases to the pandemic response, the network’s story in six minutes.
What we did
- 01
Script
RISE Films turned the historical research into a narrative: each milestone became a scene with a beginning, tension and response.
- 02
Storyboard
The film was drawn frame by frame before animation, so pacing, transitions and messages could be approved with the client without rework.
- 03
Art direction
BDDB created the collage language: aged paper, cut-outs, dates in newspaper letters and period objects that bring warmth to a technical subject.
- 04
Motion and editing
RISE Films animated and edited the film, with soundtrack and narration, delivering a piece ready for events, training and institutional channels.

A positioning view
Public institutions tend to communicate through documents. But reputation is built with stories people understand and remember. A well-scripted film shows the value of work that, by nature, stays out of sight.
The collage aesthetic was a strategic choice. It brings a technical subject closer to people, organises decades of milestones into a single visual narrative and makes the piece recognisable on any screen.
